No, the ini is not broken or anything, for some reason the ini doesn't work if you run the game normally, meaning the game will run without it interrupting all game progress and logic.
The only way to "fix" this for now is:
Execute as an administrator
Turn off your antivirus as it is most likely deleting the ini as well.
For now this is the only solution that exists for this problem, unfortunately I don't know how to fix it even if I try to fix it constantly. Im very sorry If this bothers any of you, once I find a way to fix this I will update the game to avoid any further confusion.
