It's one of several cheap apartment buildings in its region and sits near a gigantic shopping mall. Because of this, there are tons of ads in the area, displayed on the sides of the apartments.
The residents of the area are unsurprisingly displeased with this and demanded that the ads be taken down. However, the owners of the residential building didn't want to lose the money companies were paying for advertising space, so they reached a compromise: displayed advertisements will be dimmed or shut off completely from 9pm to 7am, when most residents go to bed.
The holographic ads can be periodically replaced, while the frames holding them can be reshaped to fit the ad.
The buildings change colours according to the four seasons and during special festivals and holidays. However, because their owners are quite stingy, the apartments only receive a basic colour change, while more expensive homes are decorated with various patterns and iconography.
