From the start, I knew its impossible to give every single community an animated banner because some of them are empty or not active enough and Gamejolt is also a company that will lose money on giving everyone animated banners so I propose a tier system, you will unlock new things like animated banner/header at 1000 then 3 custom stickers 2000 and custom quests at 3000-4000 or something like that, Gamejolt can configure numbers of followers.
