Cannot speak of his own accord due to a voice box glitch, can only speak by rearranging any pre-recorded audio he can get his hands on (like Bumblebee from the live action Transformers Films).

Backstory:

Born mute, Charles was initially in an orphanage that got closed down and was thrown onto the streets afterwards, where he met Alden.

On the day of his unalivement, he crawled underneath some machinery for warmth and didn't realise it has been sabotaged. Not knowing that his best friend's demise would come later that day.

He and Alden are always seen together as their attractions are right next to one another, Charles cannot speak due to him being mute effecting Cosmic Jon Kun and causing his voice box to glitch. Though Ewan suggested a solution he saw in a film and Charles has been able to communicate ever since then, albeit he can't always get his feelings and emotions across clear enough.

Is usually a non confrontational and gentle soul but dislikes any intruders and night guards that he views as desecrating their sanctuary. He gets along with Luke a lot easier due to this and acts as a mediator between him and Alden.

The entire FNAF style mechanics the Cosmic Animatronics work off of is merely a game Luke came up with. He saw it as a solution to how many people were dying at the others hands and sought to reign them in a little. Luke knew that too many deaths would likely prompt investigations and get them all scrapped so devised the game in order to limit and contain the other spirits rage, and his own.

He sat everyone down (except for Ewan because he knew he wouldn't approve) and laid out his plan, presenting it as a fun game that would make their hunts more interesting. Taking suggestions and using the boundaries and rules he implemented, Luke was able to set the "game" in motion. Though if the need is great enough, or the target too dangerous for them to limit themselves, he will give the order to eliminate them and lift the restrictions of the game. During that time the animatronics will circumvent their weaknesses, ignoring audio cues, turning on lights, shielding their eyes or just walking around when they're "not supposed to".

This is one of the reasons why Luke is regarded as the Leader/Boss.)
