This happens 700 years after and on the opposite side of the world from Legend of the Fire Sticks.

There is a permanent night. Stuck at 7:00PM to be precise. The land is ruled by a harsh dictator whose power thrives during Nighttime.

Defeat the holders of the HOURS to complete the clock again. Claim HOURS 8:00, 9:00, 10:00, 11:00, 12:00.
