A: If you're coming from GameJolt, the question might sound idiotic. But for everybody coming from YouTube, yes, this is an actual, real game that is actually getting developed by @LivingCorpse7
and is not solely for views.
I even have the chance to see some bits and pieces of the finished game behind the scenes and let me tell you, it's not just real, it's shaping up to be phenomenal too! There are so many characters in this game it might make your head spin, but it's also all of the new moves, mechanics, and so much more that I can't wait for you to try out for yourselves!
Alas, though, things like these take time. So do await patiently for further news on it! All the videos you're seeing (as of time of writing) about modeling fan characters are part of Universal Madness! They're sort of like Part 3.5 of development, if you catch my drift.
Q: "Can I get an early copy of the game?"
A: No. It doesn't matter if you have a YouTube channel, or have GameJolt creator status, or have a quite popular Instagram account. Heck, it doesn't matter if you've met MatPat, actually talked with MatPat over a nice, hot coffee or are MatPat's neighbor. Unless you are MatPat. Then in that case, I'm sure we can come to an agreement-
But in all seriousness, asking will not let you receive an early copy. Begging will also not work. Flaunting your channels and social media accounts is also ineffective. There will be no early copy of the game to give. If somebody is to receive an early copy, it will probably be whoever @LivingCorpse7
will choose and not whoever asked first. Asking turns those chances from slim to none. If you wish to play the game, you'll have to wait patiently like everybody else, regardless of who you are.

A: They are not coming. They will not be coming. There is no plan to make them come.
FNaS will not be coming because the universe which could have it is full to the brim. This is also valid for other games based on non-FNaF IPs (like Wario's). Want FNaF World style FNaS? Showman's/Phobia: the Awakening will not be coming because it's so different in style to anything else really. And if you're thinking "But Together Again is in", that's different, both because it has characters in a similar style to Popgoes and because both games share the Panic meter. There are similarities. With Showman's, there are slim to none.
The Return to Freddy's will not be coming because it's cheap looking and problematic as a series. It's iconic for all the wrong reasons, plus Lockjaw which is a self insert character. It would be like making The Brother playable, who is not coming in any form in UM.
Dayshift at Freddy's will not be coming because, while being an iconic series, there really isn't a style similar to the series and most characters that could be included also generally look cheap (but I know this is on purpose).
Finally, Five New Fangled Nights is also not coming because the universe holding it is saturated with characters and there is no space for more, even wanting to. So, sadly, it will not be coming as a playable roster.
As for any other obscure fan game, just know that the less people following it there are, the least likely it is to see it added to a playable roster. Fan games included as playable roster need to be at the very least quite known to be considered.
And of course, if it's not related to FNaF or is heavily reliant on any IP, it's probably not happening unless it's in already. Sorry, Poppy Playtime/Dark Deception fans.
Q: "Mobile port when?"

at least. It'll be a miracle to make the game run smoothly on a PC, let alone on mobile. If you're a mobile user, then make sure your phone can run an emulator. Otherwise, you'll just have to hope someone else ports the game to mobile.

A: As of now, the answer is no. These are the only fan designs without a fan game which will be getting in the game. So far, there are no more of them. They are an exception to the rule.
For a design to get in the game, it needs to have a fan game attached in general. The choice to have them in the game was to expand on
something very cool that I can't discuss, you'll have to wait and see! :D
and ultimately it just made sense, using them like this. Splinks animatronics, YouTube animatronics or other fan made designs not associated to an official or unofficial fan game have a slim to none (most likely none) chance of seeing the light of day in UM. Anything can change, of course, but as of now this is how things are.
Q: "Please make characters from [fan game which was already shown]/Where is [character who will clearly be coming]?"

Q: "Why is [character] missing?"
A: There are two reasons for this! Either the roster is not complete (and in general the locks mean that the roster isn't done yet) or it's just not coming.
As much as we all want to see 3000 total playable characters which accurately depict each fan game series and official media without skipping any character, alongside over 500 new areas to contain them all, that's simply not feasible and choices have to be made as to who can get in or not.
So sadly, Grimblo the Cat from Blood & Gears is not coming. Or Bear5, or any joke animatronic. Or many of the more obscure or unknown ones too. Or static statues, even.
Q: "You forgot [character]"
While this is incredibly similar to the question above, the connotation is different, so I'd like to address this as well. @LivingCorpse7
does indeed not forget characters. He even finds ones I would never be able to come up with.
If a character is not in a roster, it's not forgetting. It's cutting. The character is cut. It is not coming. There are only two cases in which a missing character can still have a chance to come in the playable roster:
the roster is incomplete. So there are locks still to fill
the game has not been released or has just been released, so new characters can be revealed and added in a second moment (for instance, @Jacorn

's Forgotten at Fredbear's just released as of the time of writing this answer, which includes more animatronics. Similarly, @JDBRYANTdev
's FNaF: Blood & Gears is still a game in active development, and teasers and more are still being dropped. The Puppet is one of said characters that got added thanks to the help of the developer team and the teasers shown)
Every other scenario, the character is not coming. This means that you won't get to see Noo-Noo from the Tubbyland series or all the simulator animatronics from Banshee. This is both to preserve the sanity of @LivingCorpse7
who is programming the game by himself and at the same time avoid over-saturating rosters.
Q: "What happened to skins?/Put [character] as a skin!"
A: For Clickteam reasons, to reduce the load on one frame, skins are being transformed into game characters. The concept of skins is no more. So it's either in a playable roster or it's not playable.
Q: "What happened to Ultra FNaF World/Ultimate FNaF World?"
A: It got renamed to FNaF World: Universal Madness to avoid confusion with @Sprenglok31
's game, called FNaF World: Ultra. It's the same exact game.
