I’ve released a .NET version of an editor using the TeddyBear system. This is the same map system as I used to create Cynthia Johnson and The Secrets of Dyrt.
It’s still in ALPHA, so if you download it now, I must warn you that not everything is fully in order. In fact, expect this to be terribly bugged. ;)
