I filled out this RTA teir list, most characters in mid are just characters I never use. enemies are based of how good they are at A, stopping me, or B being annoying. Npcs are based off memorability.
There's no way this hasn't been brought up and shot down or in development.
If they did, you get bytes from bosses, and chips from enemies
