Meet Sparky.

He's based on Mega Man and Chibi Robo.

He's a Plug Port with arms and legs.

The second image refers to Sparky's power ups.

Ten Power Ups for a starter.

Each Power Up would be unique to specific environments.

as for Shinobi, he's the Villain for Sparky.

Shinobi created Sparky and Sparky's replacement, Blackout.
Shinobi can also use all of Sparky's Power Ups because Shinobi's the one who made them.

He has another form called Kitsune Shinobi where he grows 8 more tails similar to the one he has already and his final boss fight which hasn't been drawn yet, is where he plugs all of his tails into a massive machine and then plug something into his head to control the mech to fight Sparky.

Open to more ideas, might make this a comic book series. Key word "Might"
