How does the blocking part of battles work? (As in if they are a higher level) is it random at is there a system in place or what?

Can someone briefly explain how parties work? Sometimes it let's there be 4 people in a party, and other times I can't even join one with 2 people, is this a bug or is there a setting I'm not aware of?

So there was a room belonging to a developer in a place I won't mention because spoilers (kinda.) When I but when I got out, my game closed on me. It didn't lose connection or crashed. It just closed. and now I'm confused. Is it intentional or not?
