i occasionally use different programs from time to time (and you probably do too) so think about what you do most of your painting in.
i am not counting pixel art as digital painting in this context. if you're placing pixels mostly one at a time, this question isn't meant for you. 
there are also a ton of different tools specific to pixel art and not enough poll options to fit them all.
