So to get the gist of it you need a PerlinNoise algorithm (any goes) then you need to check every (square) chunk for if it is below or above the height map height (basically "heightmap < chunkY").
If this is true, check for if the tile is below or above, AND BAM. 2D chunk array infinite world UP, DOWN, LEFT AND RIGHT
