The website has the rules publicly available, even during our active development, so that our community can give us direct feedback all the way through the process. The core rules and base campaign setting will be freely available to the public, and there are no plans to change that.
Flagstone, as a game system, follows a different design philosophy than most TTRPGs, and this is seen in part by the removal of levels and pre-built classes from the game’s core system. Instead, players are able to design their own loadouts, which is a collection of weapons, armor, and other tools that they can then design their own abilities around. This allows them to create the character they want without sacrificing overall game balance.
All characters have equal potential until you start making choices. All game options are available to all characters, assuming the character meets any biological requirements. At each stage of character creation, the player selects a few options from a larger selection and then prioritizes them according to the character’s needs. Order and priority matter, serving as an indicator of where a character’s attention is focused, and are reflected in the game’s mechanics as increased situational bonuses. The overall result is that characters are situationally better suited for certain scenarios, but not globally overpowered in every scenario.
To combat power creep and golden path scenarios, nearly all numerical values in the game are taken from what we call the rating system. The rating system uses E through S as a shorthand notation for describing the numerical range or value of virtually any game object, from abilities to weapons across three ranges of measurement: Efficacy, Range, and Efficiency. Notable exceptions are Flagstones, Heritage bonuses, and derivative values. Even within these categories, the bonuses are moderated by the Rating System. This system does not have hard-capped results, but it does produce diminishing returns as it scales up.
Raw Power(Efficacy) lacks flexibility, is situationally limited, and is not optimally efficient.
Flexibility (Range) lacks focus and will typically not function at peak efficiency or efficacy.
Efficiency forsakes power and scope to reduce cost.
