Papyrus has a nightmare where the Human (Chara) Commits Genocide against monsterkind all of the sudden.
He doesn't think the dream is real until that same day he sees Chara commiting genocide.
He realizes he needs to do something fast, so he made up a plan in his head that he would go and do his own genocide to make the human suffer enough that they would go reset and do pacifist routes from now on.
