We have gathered a lot of feedback regarding this build, and we have came across a major bug affecting a large group of people, particularly people outside the US/NA region, and we have traced a possible source as number conversions.

Impacts:

Unable to move past "Arcade" options menu.

Using a save from another region allows access to vehicles, however upgrades have wild applications and Team Vehicles cannot be accessed.
