Where's Luigi?

An old build of Super Mario Bros 3, released in 1987, also known as project "Lost Levels 2" (using SMB1 as a base), but things seem to be.. odd.

"One day, Mario's beloved brother, Luigi, has seemed to go missing in the Mushroom Kingdom. It must be the great turtle king, 'Koopa', and his army of Troopas! Mario must set off on a journey to save his brother!"
