This is the bootleg game Somari, made by Hummer Team. It is basically a version of the original Sonic the Hedgehog made for the NES. I beleive it was sold in Russia and China.
Project Sonic. Still have to buy the Saturn version of sonic 3D xD.

The other Spikeye (Including Moss) were made specifically for this game
