-Thinking about how to do water

Did anyone else have to make dioramas in school? I think I will have to lighten the ceiling and walls to better contrast the "strings" holding the sun and clouds. I think this is an excellent compliment to the 2D shadow theater style cutscenes.

Started reworking how Tools...work.

The charge effect now ramps up over time instead of being base or max. Split the location indicator to match it.

For now range will be effected by Tool Quality...since I don't have different Metal Tools
